Who Is a Puppy Mill?

Who in the BTCA would be considered a Puppy Mill if you took out the word "Dirty" from the definition "Puppy Mill". An obvious choice would be member 1 and member 2, there are more but these two seem to head the list. These members have the highest puppy registration according to the AKC.
