The death of the BTCA?

Has there ever been a breed that has been so high (winning Westminster) and then been so low (Breed specific Bans) in the history of any breed?  What exactly does the BTCA do?  I remember asking a passed BTCA president what was being done to stop Breed Bans.  The answer was surprising: What can I do, it's happening in in cities that I don't live in.

The BTCA has members all over the country, as an organization they have a large voice, yet they choose to be quite.  There Website is, well, awful. As an organization they are fragmented, to many talker, and not enough do'ers. 

Can the end of the BTCA be far off?  Maybe they will merge with the SPCA.
