The death of the BTCA?

Has there ever been a breed that has been so high (winning Westminster) and then been so low (Breed specific Bans) in the history of any breed?  What exactly does the BTCA do?  I remember asking a passed BTCA president what was being done to stop Breed Bans.  The answer was surprising: What can I do, it's happening in in cities that I don't live in .

The BTCA has members all over the country, as an organization they have a large voice, yet they choose to be quite.  There Website is, well, awful. As an organization they are fragmented, to many talker, and not enough do'ers . 

Can the end of the BTCA be far off?  Maybe they will merge with the SPCA.
